AMURT seeks a Deputy Chief of Party for the anticipate KENYA HEALTH PARTNERSHIPS FOR QUALITY SERVICES (KHPQS)-OVC/DREAMS program

The Deputy Chief of Party (DCOP) is responsible for the overall technical oversight of the project and is specifically responsible for project implementation that relates to facility and community-level service delivery. The DCOP reports directly to the COP and takes a leadership role in ensuring technical implementation of high impact, proven interventions and ensures the project meets stated goals and reporting requirements. S/he assumes the responsibilities of the COP in the absence of the COP. S/he coordinates among USAID and key stakeholders and other implementing partners and interacts with numerous GoK institutions and representatives, particularly at the county-level. S/he is knowledgeable about current implementation science and state-of-the-art service delivery approaches.

  • Support project staff and partners in developing project work plans and technical guidance and procedure documents as necessary.
  • Oversee and support the technical implementation of OVC/DREAMS activities across the project sites.
  • Support the Chief of Party in maintaining communication with USAID on activity implementation.
  • The role holder will manage the technical aspects of activity implementation that relate to community and families, and ensure strong linkages with facility-level and other service delivery points.
  • The role is critical in the translation of the USAID OVC/DREAMS proposal into activities, outputs, outcomes that ensure OVC and their families are thriving and resilient.
  • Monitor project performance indicators and provide guidance in addressing performance gaps.
  • The role will work closely with Finance and grants manager in ensuring excellent operational and contract management with partners to enable strong delivery of the program, and support or manage partner technical capacity.
  • Eight years of experience in a senior role managing, complex technical service delivery programs of similar scope and dollar value.
  •  A Master’s degree in social sciences, public health, medicine, management, business administration, or a related field. 
  •  Five years experience in partnership building, especially with the government representatives, donors, the private sector, and local community organizations implementing OVC/DREAMS programs in a development context, with three of these in USG funded project, preferably in Kenya.
  • S/he will have experience with social services systems strengthening and social services project design, implementation, reporting and evaluation.
  • Demonstrated experience at a middle or senior level in at least three of the following areas: child protection, household economic strengthening, social protection, education, health and nutrition including HIV/AIDS care and support; quality improvement; social services workforce; M&E; and operations research.
  • Demonstrated experience in managing, coordinating and supervising a team working with county and local partner organizations, families and communities.
  • Demonstrated skills in activity design, implementation and reporting, preferably for USG funded programs.
  • Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
  • Professional level of oral and written fluency in the English language.
  • Strong writing and communication skills.
  • Digital/IT competencies required, e.g. MS office suite, internet based collaboration tools, social media.
